This paper intends to analyze how the European Union has evolved as a strategic actor in its eastern neighborhood by examining its narratives and actions towards its eastern neighborhood and Ukraine in particular. The thesis aims to examine if the EU as a strategic actor has experienced a shift vis-à-vis its eastern neighborhood, secondly, if a shift has materialized, in what ways does this shift manifest itself, and lastly what does it entail for the EU as a strategic actor in its Eastern neighborhood
