This article explores what tactical instructions could and should include. An understanding of the tactician’s problem as a form of problem solving is suggested, problem solving that occurs at all command levels. As the commander’s dilemma is always changing, the tactical solution likewise must change. Tactical instructions should assist the commander in understanding the problem on each level, rather than to prescribe solutions. In order to achieve a level of basic order within the forces, such instructions need to be complimented with organisational and procedural instructions, the level of detail of which is a trade-off between flexibility and order.
