Constructing the Narrative of Cyber Security as a National Security Issue: A narrative analysis on Finland’s approach to cyber security

Including cyber security as part of the national security agenda is a global development. The increased accentuation on cyber security is puzzling as there is a dearth of evidence concerning cyber security related threats such as cyber terrorism and cyber warfare. This thesis investigates this phenomenon and configures the narrative of cyber security in relation to national security at the Finnish national level, using narrative analysis as the research method. The findings reveal three different subplots that together form the overall Finnish cyber security narrative. These are: 1) Everyone is affected by the new threat landscape 2) Embracing collaboration and 3) Finland as a cyber security pioneer. The thesis makes the following contributions. It adds to the constructivist literature in security studies, transforms the scattered elements of the Finnish cyber security domain into a meaningful narrative, and discloses that the identified subplots to some extent contradict each other. Eventually, the thesis makes the complicated domain of cyber security more understandable by constructing a meaningful story around it.
