Abstract [en]
The defence policy of 2009 which controlled the actions and goals of The Swedish Armed Forces between 2010 - 2014 met major problems in its realization. Different investigations have shown that both the government and the armed forces have problems with clarifying goals and needs, and claim that’s the major problem for the policy’s implementation.
The thesis of this essay aims to explain why the defence policy of 2009 failed, by examine whether it is the political decision or the organization that is the reason for the failed implementation. Furthermore, it aims to create an understanding of what is needed for a policy, made for the military, to succeed.
The results show that the politicians shaped the new policy with a wide ambition and in a way, that gave The Swedish Armed Forces the major responsibility for its realisation. From the view of the politicians the policy had potential to succeed. The Swedish Armed forces on the other hand have not developed its organization in a way that promotes implementation.
