Developments in Civil-Military Relations: The Swedish Armed Forces Managing Legitimacy in a Post-Materialist Society

Abstract [en]

The functional and societal imperatives, considered to capture the status of civil-military relations, are developing in a complex process. In this article, we argue that the military institution is faced with developing, and in some cases new, political and social legitimacy demands, the consequences of which have not been sufficiently addressed in the literature. Sweden, considered highly post-materialist, is used as an empirical example since not only the social, but also the functional imperative have changed - the latter following the Russian occupation of Crimea. The authors analyze inductively what legitimacy demands the military institution identifies, and how it attempts to manage them. Three areas are found to be of importance : the ability to adapt to norms regarding public administration (including norms affecting effectiveness and values), managing diminished power over capabilities, and understanding how to be socially attractive. It is suggested that future research direct more attention at the challenges posed to civil-military relations by the post-materialist society, and the potentially contradictory legitimacy demands that follow from developments within the functional and societal spheres.

Les impératifs fonctionnel et sociopolitique, dont on considère généralement qu'ils façonnent les rapports armée-société, connaissent des évolutions complexes. Cet article soutient que l'institution militaire fait face, en matière de légitimité sociale et politique, à des demandes soit déjà présentes et qui s'affirment, soit dans certains cas nouvelles, dont la littérature de sciences sociales ne tient pas suffisamment compte. La Suède, pays réputé très avancé dans la voie post-matérialiste, y est utilisée pour illustrer empiriquement cette tendance, car non seulement l'impératif social mais encore l'impératif sociopolitique y ont subi de sensibles changements (pour ce dernier à la suite de l'annexion russe de la Crimée). Les auteures analysent de manière inductive la perception qu'ont les armées suédoises de ces demandes, et la manière dont elles y réagissent. Elles identifient trois domaines revêtant une importance particulière : la capacité à s'adapter aux normes des administrations publiques (jusques et y compris en matière d'efficacité opérationnelle et de valeurs), à gérer l'amoindrissement de leur contrôle sur les paramètres capacitaires, et à comprendre les démarches propres à leur attirer les faveurs de la société. L'article recommande que les recherches futures prêtent plus d'attention aux défis que pose la société post-matérialiste pour les rapports armée-société, et aux demandes potentiellement contradictoires de légitimité qui dérivent des évolutions notées dans les sphères fonctionnelle et sociopolitique.
