Abstract [sv]

Syftet med uppsatsen är att undersöka om den svenska doktrinen för luftoperationer skaparförutsättningar för samverkan i internationella operationer. Utifrån Michael Codners teorimodellför interoperabilitet, har tesen om att hög grad av överensstämmelse mellan doktrinerskapar förutsättningar för samverkan i internationella operationer formulerats. För att dennates ska gälla krävs det att synen på doktrinbegreppet mellan de jämförda länderna överensstämmer,vilket den inledande jämförelsen av doktrinbegreppet visar.Den svenska doktrinen för luftoperationer jämförs med den norska och den brittiska motsvarighetenoch de urval som analyseras är luftarenans särdrag och luftstridskrafternas karaktärer,ledning samt uppdragstyper i luftoperationer. Resultatet av undersökningen visar att Sverigesdoktrin har låg grad av överensstämmelse i synen på ledning jämfört med Norge ochStorbritannien, vilket kan försvåra samverkan i eller mellan staber. Däremot är det hög gradav överensstämmelse i urvalet uppdragstyper i luftoperationer, och det visar att doktrinenskapar förutsättningar för samverkan för svenska flygförband som deltar i internationellaoperationer.

Abstract [en]

Sweden’s Armed Forces have little experience in writing doctrines. The menacingpicture was clear during the cold war and Sweden decided to be nonaligned.The Armed Forces prepared to meet an invasion but the concept wasnever written in a doctrine. Today one of the main tasks for the SwedishArmed Forces is to participate in international operations with the purpose ofmaintaining stability and security in Sweden and Europe. The ability to cooperatewith other countries is prerequisite for participating in multinationaloperations. Development of Swedish military doctrines for strategic, operationaland tactical levels is in process. The purpose of this essay is to examineif the Swedish doctrine for Air Operations creates opportunities for cooperationin international operations.Michael Codners model for interoperability is the theoretical framework forthe comparative analysis of the Swedish doctrine with British and Norwegiancorresponding doctrines. If the Swedish doctrine harmonizes with the Norwegianand the British doctrine, it will demonstrate that opportunities for behaviouralinteroperability exist. Selected parts of the doctrines that will be analyzedare air power characteristics, command and control, and mission types.The examination displays that Swedish air operations doctrine for creates opportunitiesfor co-operation at unit level in international operations. There is ahigh degree of similarity between the countries in their view on mission types,however the Swedish method for Command and Control differs from Norwegianand British equivalents. The Swedish doctrine does not create opportunitiesfor co-operation for staff officers due to two reasons. First, Sweden doesnot use an internationally accepted vocabulary for military theoretical matters.That fact can cause misunderstandings and misinterpretations when cooperatingwith other countries. Secondly, Swedish command and control systemsdiffer from Norwegian and British counterparts. A Swedish staff officerhas to learn a new Command and Control system to be able to serve in an internationaloperation.Further studies in other aspects of interoperability is needed to understand thetotality of Swedish opportunities to co-operate in international operations
